Operating system loader has no signature incompatible with secure boot. After some hunting around I found the Rufus author explaining here and here that his custom UEFI loader which loads from a small FAT32 partition isnt signed by Microsoft and therefore you must temporarily disable Secure. If we turn Secure Boot off we dont get the message but it still doesnt PXE Boot. It is in authority to check the authenticity of the boot image.
